Rules (General)
1. The Club shall be called the 'De Laune Cycling Club'
and the Club colours shall be light blue, brown and white. The design of the
racing vest shall incorporate these colours and be approved by the members at a
General Meeting. The Club clothing shall bear the name of such sponsors as the
Club may have from time to time. The Club badge shall be a shield with 'De
Laune' diagonally across same and the word 'Club' in these Rules shall refer to
the 'De Laune Cycling Club' only.
2. The Club shall be open to members of either sex and
candidates for membership must be proposed and seconded by two members, one of
whom must be a member of the committee or an Officer of the Club. No application
for membership will be refused on other than reasonable grounds. The committee
will be prepared, if asked, to state their reasons in writing for refusing any
application for membership.
3. Candidates for membership shall complete the necessary
application form and submit this to the Treasurer together with the appropriate
annual subscription. This shall provisionally entitle the candidate to take part
in all Club activities with the exception of voting at General Meetings and
Racing.
Notice of election of membership shall be sent to each
candidate who shall thereupon become a member of the Club and be bound by its
rules and regulations.
4. Annual subscriptions for members for the year to 31st
December shall be decided at an Annual General Meeting of the Club for the
following classes of membership:
a. Ordinary Members of 18 years and over.
b. Ordinary Members of 18 years and over who are full
time students.
c. Junior Ordinary Members of 16 or 17 years of age.
d. Juvenile Ordinary Members under 16 years of age.
e. Associate. This is a social category and is confined
to those who qualify as a member of the Old Members Association or are the
spouse/partner of an Ordinary Member.
Associate members may not hold office or have a vote.
The ages for the above classes to be taken as at 1st
February.
5. All subscriptions shall become due on 1st January.
Where subscriptions have not been paid by the last day of February the
membership shall be deemed to have lapsed, the individual shall no longer be a
member of the Club, nor enjoy the privileges of membership. Subscriptions of
members joining the Club after 1st September of any year shall be deemed to
expire on 31st December of the year following.
Any Member with 50 years membership of the Club and over
54 years of age will be eligible to apply for Honorary Life membership.
6. Members resigning shall, within seven days of such
resignation being accepted, return to the Club properties held and, in the event
of resignation before the formal presentation of any trophies other than
trophies won outright, such presentation shall not be made. For the purpose of
this rule, a medal shall not be regarded as a trophy.
7. A committee of five ordinary members shall be elected
at the Annual General Meeting and the affairs of the Club shall be managed by
the committee, Officers of the Club and promoters of all the Club's open events.
The committee shall meet as often as may be necessary and shall have power to
replace any committee member missing three consecutive meetings. A quorum of
five shall be necessary to transact business
The Officers consist of:- the Chairman, General Secretary,
Assistant Secretary, Treasurer, Captain, Vice- Captain, Sponsorship Secretary,
Membership Secretary, Social Secretary, Time Trial Manager, Road Race Manager,
Track Manager, Triathlon Secretary, Cyclo-Cross Secretary, Editor of the De
Laune News, Press Secretary, Junior Secretary, Youth Development Secretary,
Canteen Manager, Property Steward, Old Members Association Secretary, and
promoters of all of the Club's open events.
8. The Treasurer shall administer the funds under the
direction of the committee and shall have authority to sign all cheques drawn on
the Club's general funds and/or other authorities for payment up to and
including £75. All other cheques and/or other authorities for payment must be
signed by two Trustees or one Trustee and the Treasurer.
9. The Annual General Meeting shall be held not later than
the last day of June of each year to receive the accounts and balance sheet of
the previous year which shall have previously been audited by two members not
being Officers of the Club, to elect Officers and Officials for the following
year, to decide open promotions for the following year and winter activities for
the forthcoming season, and to transact such other business as may be necessary.
10. A special General Meeting shall be called within 28
days of the receipt of a written requisition signed by at least 10 ordinary
members, stating the reason for calling such a meeting and which shall be the
only business transacted there at.
11. A General Meeting shall have sole power on
recommendation for the Club committee to elect a President and/or Vice
Presidents, to grant Honorary Life Membership or award the Club Gold Badge of
Honour in recognition of outstanding services. The President shall not hold
office for more than 5 consecutive years.
12. No rule shall be made, altered or rescinded except at
a General Meeting, 14 days notice of which proposed alteration etc. shall have
been given to all members of the Club and all members shall be bound by a
majority of two thirds of the votes cast by ordinary members at such meeting.
13. The Club committee shall be arbiters of the
interpretation of all rules and shall have power to deal with any matter not
provided for in the rules.
Rules - (Racing)
14. All road time trials shall be governed by the
regulations of the Road Time Trials Council, all track, road and circuit racing
events shall be governed by the rules of the British Cycling Federation and all
cyclo-cross events shall be governed by the rules of the British Cyclo-Cross
Association except where varied by rules which follow.
15. No entry for Club races or time trials shall be
accepted later than Thursday, 9 or 10 days before the event, all entries must be
accompanied by the respective entrance fee.
16. Members whose subscriptions are in arrears will not be
allowed to enter any Club promotion or to ride for any Club trophy or prize.
17. Only 'First Claim' members (as currently defined in
Road Time Trials Council regulations) shall be allowed to enter any Club race or
time trial.
18. Entrance fees for the Club road, track and inter-club
events shall be £1 for each Senior and Junior entrant and 50p for each Juvenile
entrant in each event.
Minimum entries required before an event can be run shall
be as follows:
a. Three for events open to Junior members only.
b. Three for events open to Juvenile members only.
c. Four for all other events.
19. In the year that members attain their eighteenth
birthday, they shall remain eligible for the Club's Junior competitions until
31st December of that year.
20. Handicap prizes shall be awarded in conjunction with
all Club road time trials, one prize for six to nine entries, two prizes for ten
or eleven entries and three prizes for twelve or more entries.
21. Members competing in Club races and time trials shall
take not more than one Club medal for any one performance. Members shall be
allowed to decide which medal they wish to take.
22. Standard medals may be ridden for in conjunction with
the Club road time trials as well as in time trials schedules by the BCF and
RTTC as open, semi-open or association events. The entrance fee for each
distance or time shall be £1.50 per annum and shall be handed to the Time Trial
Secretary together with the completed entry form showing previous best time or
distance.
23. Standard medals may be ridden for on the track in a
private time trial when there shall be a fee of 50p for Seniors and Juniors and
15p for Juveniles for each individual attempt, in addition to the standard entry
fee of £1.50 per annum for each distance or time and subject to the conditions
set down in Rule 21. All fees shall be handed to the Track Secretary together
with the completed entry form showing previous best distance or time.
Seven days' notice in writing must normally be given to,
but may be waived at the discretion of the Track Secretary. An authorised Club
Timekeeper using a watch approved by the Club committee or a recognised BCF
Timekeeper must officiate at all track standard attempts.
24. Members claiming a standard medal must beat the
distance or time shown on the entry form and complete the claim form and submit
it to the appropriate racing secretary supported by a result sheet in the case
of open, semi- open or association events and must count their best ride at that
distance or time, on the same class of machine, for a medal, provided that the
ride for which a medal is claimed was performed whilst riding in the Club's name
in the same calendar year.
Members without a previous best distance or time must
count their best distance or time ridden after entering for the standard,
subject to current standard times. One ride being sufficient to qualify. Only
one single and one tandem standard medal may be taken at each distance each
year.
Amendments to the Club standard distances or times shall
be accepted only at the Annual General Meeting and 14 days' notice shall be
given to all members.
25. Any first claim member who beats an existing Club
record whilst riding in a open, semi-open or association event (provided it is
ridden in the Club's name), a De Laune CC time trial or De Laune CC private time
trial shall be entitled to hold any plaque marking the record until it is again
beaten and to receive a bronze medallion suitably engraved. In the case of the
hill climb, the race must take place over the Club's official course.
All records made on the road must be claimed on the Club's
official claim form with supporting evidence within 60 days in writing to the
Time Trial Secretary and subsequently submitted to the Club committee for
approval.
In addition, Veterans will be able to claim Club records
based on their age and receive a suitable certificate. No record will be
considered if a better time or distance has already been made by a record holder
of a greater age. No claim to a record will be considered unless the rider has
beaten his Veterans' Time Trial Association age-related 1st Class Standard time
if male or her 3rd Class Standard time if female. The first two paragraphs of
this rule apply to these age-related records except that the hill climb is not
included and record claims should be made by 31st October of the year in which
the record was broken.
26. Performances in track standard attempts (provided that
the full 7 days' notice has been given) and during an official track meeting
equalling or improving upon existing Club records, other than one hour standing
start record must be vouched for by at least two authorised Club Timekeepers
and/or BCF Timekeepers; independent watches must be used, the slowest time to be
claimed.
All claims for records made on the track must be made on
the Clubs' official claim form and submitted within 28 days to the Track
Secretary and subsequently submitted to the Club committee for approval.
27. Any objection to a Club road or track event must be
notified within 48 hours of the time of the alleged offence to the event
promoter who will report the matter to the next Club committee meeting. The Club
committee will then deal with objection in accordance with the relevant current
BCF rules, RTTC regulations or BCCA rules.
28. A 25 miles time trial shall be held annually for
riders who are novices (i.e. they have not won an award for gaining a scratch
placing in the first three) provided that a minimum of three entries are
received. The winner shall hold the Memorial Shield for one year.
29. Club Best All-Rounder Competition: To be decided
annually by the performances of first-claim members over the following events
promoted by the Club: Championship 25 miles time trial, 5 miles track
championship, open circuit race, open cyclo-cross event and hill climb.
Points for each event shall be awarded for placings as
follows:
1st 6 points
2nd 5 points
3rd 4 points
4th 3 points
5th 2 points
6th 1 point
Points gained shall be collated from the event result
sheets by a competition organiser to be elected annually at the General Meeting.
Riders need not ride in every event to qualify. If two or more riders share the
same number of points at the end of the competition, their final position in the
competition shall be decided by the Club committee, taking into account placings
in all events in the competition.
The winner shall be known as the Club Best All-Rounder.
30. The Club committee shall decide annually the closing
date of the following Club competitions and all claims by first-claim members
for times recorded in open, semi-open or association and Club events to be
considered must be submitted to the Time Trial Secretary and accompanied by a
result sheet. Times recorded in private time trials and all other events on the
same day as a Club event (except the hill climb) shall not be eligible. Subject
to the foregoing, eligible events shall be open to all riders of the category
for which each of the competitions is designated, and shall not be restricted to
the class or ability of the competitors, with the exception that men's events
with 20% or the entry reserved for women shall be eligible for the Women's Time
Trial competition.
a. The Club Time Trial Competition shall be decided over
25, 50 and 100 miles and an average speed for each qualifier shall be
calculated by the Time Trial Secretary upon the basis of the RTTC BAR
Competition. The rider with the highest average speed over the three distances
in any one year shall be known as the Club Time Trial Champion.
b. The Junior or Juvenile member showing the best
average speed in two 25 mile time trials in any one year shall be known as the
Club Junior Time Trial Champion.
c. The Club Veteran Time Trial Competition for members
aged 40 years and over shall be decided over two 10 and two 25 mile events and
an average speed for each qualifier shall be calculated by the Time Trial
Secretary on the basis of the Veterans' Time Trials Association BAR
competition. The rider with the highest average speed over the distances in
any one year shall be known as the Club Veteran Time Trial Champion.
d. The Juvenile member showing the best average speed in
two 10 mile time trials in any one year shall be known as the Club Juvenile
Time Trial Champion.
e. The woman member showing the best average speed in
one 10 mile and two 25 mile time trials in any one year shall be known as the
Club Women's Time Trial Champion.
31. The following Club competitions shall be held annually
and shall be open to first-claim members competing in the Club's name in events
run under BCF rules. Placings gained by riders must be reported within 28 days
of the event in which they are placed to the Road Racing Secretary and must be
verified either by a result sheet or by providing the name and address of the
event organising Secretary. The winner and runner-up in each competition shall
receive Club medals.
The Club committee shall decide annually the closing date
and shall have power to suspend any rider from the competitions.
a. Ladies Road Racing Championship for ladies of 16
years of age or over to be decided on a points system awarded for placings
gained in any road or circuit race.
i. Points shall be awarded for placings as follows:
1st 12 points
2nd 10 points
3rd 8 points
4th 6 points
5th 4 points
6th 2 points
One point each for finishing lower than 6th place and
for being in the winning team.
ii. Bunch placings are not to be counted outside the
first three positions.
iii. Stage results, including time trial stages, will
count as well as overall placings in stage events.
b. Senior, Junior and Juvenile Circuit Championships to
be decided on a points system awarded for placings gained in any circuit race.
i. Points shall be awarded for placings as follows:
1st 36 points
2nd 30 points
3rd 24 points
4th 18 points
5th 12 points
6th 6 points
Points for placings shall be divided by three if the
race is restricted to exclude both 1st and 2nd category riders and by two if
it is restricted to exclude 1st category riders. One point each for
finishing lower than 6th place and for being in the winning team.
ii. Bunch placings are not to be counted outside the
first three positions.
iii. Other placings in the first 10 must also be
reported to the Road Racing Secretary.
c. Senior and Junior road Racing Championships to be
decided on the same points system as for the Circuit Championships in b.
above, except that in addition stage results, including time trail stages,
will count as well as overall placings in stage events.
32. A Club Cyclo-Cross Championship shall be decided on a
points system in accordance with the following procedure:
a. The Championship shall be open to all riders 16 years
of age or over competing in the name of the Club as first claim members.
b. Club medals shall be presented to the winner and the
runner-up.
c. Points shall be awarded for places as follows:
1st 11 points
2nd 10 points
3rd 9 points
4th 8 points
5th 7 points
6th 6 points
7th 5 points
8th 4 points
9th 3 points
10th 2 points
One point for finishing lower than 10 place, 2 points
for being in the 1st team and l point for being in the 2nd team.
33. The following Club Track Championships shall be held
annually and shall be open to first claim members.
a. The Junior Track Championship shall comprise three
events, namely 500 metres sprint, 6 lap individual pursuit and 500 metres
standing start time trial.
b. The Juvenile Track Championship shall comprise three
events, namely l lap sprint, 3 lap individual pursuit and 500 metres standing
start time trial.
c. Entrants for each Championship must ride all three
events to qualify and points shall be awarded for each of the three events on
a pro rata basis (i.e. for 10 entrants, 10 points for 1st place down to 1
point for 10 place and for 9 entrants 9 points for 1st place down to 1 point
for 9th place).
d. Club medals shall be presented for each Championship
to the winner and the runner-up.
MEMORIAL CLUBROOM RULES
1. That the property known as the De Laune Memorial
Clubroom situated at 93 Choumert Road, Peckham, London SE15 be vested in the
individual names of four members of the Club as Trustees for the De Laune CC
whom shall be appointed by a General Meeting of the Club.
2. That the main use of the Memorial Clubroom shall be as
a Cycling Club Headquarters and that the day to day running shall be the
responsibility of the Club Committee.
3. That the Trustees shall require any action, which in
their opinion is necessary to protect the property, to be carried out and to be
charged on the assets of the De Laune CC.
4. That no commitment for the sale, alteration to the
structure or change in the main use thereof shall be valid except in accordance
with the following procedure:
a. That the Trustees shall require a detailed scheme to
be placed before a Special General Meeting of the Club foe approval.
Twenty-eight days' notice of such a meeting must be given to every member and
the convening notice should give particulars of the scheme concerned.
b. That a three fourths majority of those present and
voting at such Special General Meeting be required to secure approval for any
scheme proposed.
c. That the approval given to any scheme be subject to
ratification at a subsequent Special General Meeting to held not earlier than
three calendar months from the date approval is given.
5. That any amendment, cancellation or addition to the
Memorial Clubroom Rules shall conform to the provisions of Rule 4 hereof, as far
as notice, majority vote and ratification are concerned.
OLD MEMBERS' ASSOCIATION
The Old Members' Association was formed in 1952 to provide
for a continuity of interest and good fellow-ship amongst the older members
likely to be to the advantage and benefit of the Club.
Every paid up member of the Club with ten years membership
who is aged 30 or over or any member aged 40 or over will automatically be
enrolled in the Old Members' Association. It has been arranged that anyone who
has in the past been a member of the Club, but whose membership has lapsed can
rejoin without payment of a new entry fee provided he/she qualifies as a member
of the OMA.
BRITISH CYCLING FEDERATION
Members desiring to complete in events run under BCF rules
must hold a current racing licence. It is in the interest of every member to
affiliate as the benefits include a free third party insurance, legal and
touring advice, etc.
